Plymouth Advances Plans for Year-Round Homeless Shelter and Supportive Housing

PLYMOUTH, MA (plimoth)— The Town of Plymouth is moving forward with plans to establish a year-round homeless shelter and permanent supportive housing, marking a significant shift from its current seasonal shelter model.

Town officials have voiced support for a proposal led by Father Bill’s & MainSpring, a regional nonprofit that provides housing and services for individuals experiencing homelessness. The plan would replace Plymouth’s rotating winter shelter system with a 24/7, 365-day housing resource center offering consistent shelter, stability, and support.

What the Project Includes

The proposed development would feature:

  • 30 year-round emergency shelter beds, available day and night
  • 16 permanent supportive housing units for individuals experiencing chronic homelessness
  • On-site services including case management, healthcare coordination, employment assistance, and life-skills support

Officials say the goal is to move people beyond temporary shelter and toward long-term housing stability.

Proposed Location

The facility is planned for the rear portion of the First Baptist Church property on Court Street. Father Bill’s & MainSpring would acquire the site through an agreement with the church, pending final approvals.

Why the Change Matters

Currently, Plymouth’s shelter system operates only during colder months and primarily overnight, requiring individuals to leave during the day and leaving limited options during warmer seasons. Town leaders and service providers say a year-round facility will:

  • Reduce chronic homelessness
  • Improve access to health and social services
  • Provide safer, more consistent housing solutions
  • Help Plymouth meet state affordable housing goals

What’s Next

The project has received preliminary state approval and is now moving through the funding phase. Developers estimate the project will require approximately $14 million, to be secured through a combination of state funding and private fundraising.

If approved and funded, the facility would represent one of Plymouth’s most comprehensive efforts to address homelessness on a long-term basis.
