Unpaid Brockton Administrator Files Counter-Suit Amid Salary Dispute
BROCKTON, MA — Former Brockton Chief Financial Officer Troy Clarkson has filed a counter-lawsuit in Plymouth County Superior Court against Plymouth County Treasurer Thomas J. O’Brien and county commissioners, claiming he has gone months without pay or benefits following his appointment as county administrator.

The legal battle escalated after Treasurer O’Brien filed a lawsuit in September seeking to void Clarkson’s employment agreement. O’Brien contends that commissioners unlawfully hired Clarkson at a salary of $185,000—which is $61,000 higher than the approved compensation range for the role. Following the initial suit, Clarkson’s salary and health benefits were frozen.
Despite receiving no compensation, Clarkson continues to report to the office daily to fulfill his duties.
Key Details of the Lawsuit
- Counter-Suit Filed: In his October 15 filing, Clarkson names Treasurer O’Brien and county commissioners as defendants, alleging breach of contract, failure to provide health insurance, and intentional infliction of emotional distress.
- Damages Sought: Clarkson is seeking triple damages for lost wages, benefits, and legal expenses. Additionally, he is demanding three full years of compensation guaranteed under his employment agreement, even in the event of termination.
- Political Impact: The ongoing legal confrontation has fueled political tension in Plymouth County ahead of the November 3 election, which features a key race for a seat on the three-member board of commissioners.
