Plymouth residents and business owners expressing frustration with the activities of a group of young people on bicycles

There have been reports from Plymouth residents and business owners expressing frustration with the activities of a group of young people on bicycles. These groups are sometimes referred to as “middle school bicycle gangs” by the police. 

Reported Behaviors:

• Riding dangerously: This includes riding in the middle of roads (like Route 3A), swerving at cars, and forcing pedestrians to get out of the way.
• Harassment and nuisance: Yelling profanities at pedestrians, throwing objects like Skittles, harassing people during outdoor activities (like yoga classes), and generally causing a disturbance.
• Vandalism and damage: Reports include damaging flowers and kicking at doors.
• Disrespectful behavior: Showing a lack of regard for traffic laws, authority figures (including police officers), and others in the community.
• Other disruptive actions: Lighting fireworks while riding bikes, riding towards geese, and blocking handicapped parking spots. 

Police Response:

• The Plymouth Police Department has responded to numerous calls regarding these incidents, with over 25 calls reported between April 1 and May 23, 2024.
• Police have interacted with the youth, but have reported that some have given them the “middle finger” and that some parents do not seem to be concerned about their children’s behavior.
• Police have initiated a crackdown on these activities, issuing a warning on Facebook that they will begin issuing $20 citations to parents of offenders and impound bicycles for 15 days.
• Offenders over the age of 16 will receive the ticket directly.
• Police emphasize that bicyclists must follow the same rules as motor vehicles. 

Community Concerns:

• Business owners along the waterfront have expressed concern about the negative impact on their businesses due to foul language and disruptive behavior.
• Residents have voiced concerns about the dangerous nature of the riding, emphasizing the risk of accidents.
• Some community members believe the police action is a good idea and that parents need to take more responsibility.
• However, some business owners are skeptical that the $20 fine will be enough to deter the behavior.
